Output post processor not starting after upgrading from 12.1.3 to 12.2.5

We just upgraded our EBS 12.1.3 to 12.2.5. We started the services and noticed that few of our concurrent managers are not starting.

What we have notices is that even when we try to start them. We see system is not even trying to start them. We see the history in the concurrent/manager/adminster (press processes) and see that last time these ran on 24-jul. So, even the data is older. We recall that on24th, we were applying the driver patch 12.2.0 that upgraded our database to 12.2.0.

Any idea where to check and how to troubleshoot it?
