Drag and Drop Function not working for any user

None of our users are able to use the drag and drop function within 9.2 .  Our desktop support has updated Active X, IE settings, Chrome and still users are not successful in using drag and drop.

Tried word docs, excel docs, pdf, csv, etc. and all cause the document to expand to full screen and E1 disappears/shuts down.

We have tested in PY and attempted to use live in PD and the function does not work properly.

Information from Managed Service Provider-

It sounds like ActiveX control is not installed or not working, therefore browser opens drag/dropped PDF file instead of attaching the file. It is not shutting down.
