Jurisdictions and Geography per migration from 11i to R12.1

We are migrating from 11i to R12 and preserving tax functionality as is with no additional setups. What we see : the geographies are migrated per this upgrade but  2 additional geography_types (COUNTY, CITY) exist now in hz_geographies table and zx_jurisdictions_B do not have any records. Questions: should we worry about these additional geography types and not populated jurisdictions? Is it required to populate the jurisdictions if we are not changing tax when upgrading? Thanks.
