generating holiday pay using employee standard hours

What would be the best way, other than multiplying the number of versions by basing each on employees alike i.e. employees sharing a common standard number of hours per day?

Because of different rules and conditions, multiple companies, and the need to create timecard templates by company to avoid waiting for all timecards to be received, which is impossible and would result in delaying too much pay cycle workbench process for those companies ready to process, we already have a fair number of versions to generate holiday time card. I f we add to this the fact that for instance, in one given company, some employees may be on 8.00 hrs per day while some other on 7.50 hrs a day and others with a different number of standard hours
