OPM Product Development Parameters Expected Functionality

EBS OPM R12.2.5

I expect that once I check the global checkbox in the OPM Process Development Parameters form and define the parameter values it would default values to the Inventory Organization (IO). Then once I enter a new IO and  the values will default from the Global setting. If I want a specific parameter value to override a global setting I could update that specific one at an IO level. Is that the intended functionality?
