Possible Responsibility issues with Oracle Application Framework RUP5

We recently applied several HRMS patches to our test environment and included in the mix was also that Oracle Application Framework RUP5 (Patch 22284589 R12.FWK.B.delta.5). As our testing began we had several users find that when they clicked on any responsibility on the left side of the Oracle Applications Home Page nothing would happen. It would just hang and not expand the items under any responsibility. I tried clearing their IE11 browser cache and that didn't help. I then cleared the Web server cache and that didn't help.
