Scan listener startup fails after 12.1 GI July 2016 PSU installed

SCAN Listener or local listener will fail to start after applying July 2016 Grid Infrastructure PSU. The symptom of failed to start SCAN listener resource happens when the environments upgraded from 11.2 before. SCAN listener resource won't fail to start if the environment was first installed as 12.1.

refer the below note for the above issue.
