How to remove/delete a function from a responsibility

Our auditors have found compliance issues with our responsibilities and their functions. As an example below, 1099 Reporting is a function of a resp. In the "Accessible" column it says yes. We can through sysadmin add that to the exclusion list, and then that will say it is not accessible. Our auditors want it deleted/removed not just "not accessible"

How can we remove/delete these functions from responsibilities?
