Continue Failed Testing File

Our test file continues to fail with the IRS.  I currently have a ticket open with Oracle  3-13049239951

The error message is  AIRMF3005 MANIFEST‐010‐01

Here is the resolution for the error message from the IRS.
AIRMF3005 MANIFEST‐010‐01
The value of the Manifest 'TestFileCd' must equal the value stored in
the IRS' database governing the status of the 'FormsTypeCd' . Data Mismatch Reject New Verbiage Change

I have followed the instructions provided by Oracle and my file still fails.  The problem I think is adding the schema.  It references a location on the local drive and when removed, it will not validate as an xml file.
