How to fix "The following unsupported currencies were removed: "[NONE]" "[NONE]"?

We have  anew location, identical to another location, we can load the original location just fine, however we get the "warning" in ARM and no data, even though we see data in FDMEE.  Checked Oracles KB and it said that the functional reporting wasn't defined.  It's not defined in our working location either.  Any ideas on how to fix this?  Maybe it's a bug since we get a warning but no data?  Stumped on this one..  Any direction is appreciated!
