Non Serialized Item (qty >1) not splitting while creating IB instance

While creating an Installed Base instance for a Non-Shippable, Non-Serialized item with Qty>1 on a sales order line. The IB instance is not splitting up and only one instance is getting created with the sales order line total qty. Even though the profile option "CSI: Auto-split Instances During Instantiation" is set to Yes.

Is their any other feature which controls this behavior, the item is not a BOM item and is neither a part or parent of any configuration.
