Cannot Display Page Error caused by Microsoft Security Patch KB3161608

After our desktop support team rolled out Microsoft's Cumulative Security for Internet Explorer 11 for Windows 8.1 for x64-based Systems (KB3170106), our users could no longer access E-Business Suite 12.1.2. They encountered "Cannot Display Page" error.  Our desktop support team discovered that Microsoft Security Patch KB3161608 was the culprit and rolled it back.  Since I am the new DBA with no middleware experience, I would like to know specifically how to prevent this issue from occurring from happening in the future.  Is there any recommended documents or documentation?  Has anyone encountered this issue before?  If so how did you resolve
