It is possible to change actual amount after upload Budget journal amount

Requirement :
Our user need to change this actual amount which is 127561 to become zero in a period of Mar-16
Workaround
To cater user requirement we have upload budget amount in Mar-16 afterward we inquire funds where we notice actual amount is still remain same as you can see on below computation.

| Before upload budget amount was | -295025 | 0 | 127561 | -422586 | |
| Uploaded budget Amount | 127561 | ||||
| After upload the budget amount is now | -167464 | 0 | 127561 | -295025 |
My question is
How we can change actual amount to becomes Zero in same mar-16 period.
