BRM dm_oracle doesn't start post database upgrade

hi,

I have upgrade BRM database from 11.1.1.7 to 11.2.0.4

Post upgrade dm_oracle is not starting giving below error.

ERROR: DMbe (27248): dm_oracle_get_lda: no databases responding, Last tried database is

I referred Doc ID 1385115.1 and the character set is UTF 8 only

Can anyone share information if have seen this issue on BRM 7.4 PS18
