Localization patches after EBS R12.2.5 upgrade

HI All,

We had just upgraded R12.1.3 to R12.2.5 and we found that oracle is recommending to apply a lot of patches for add-on localization. Is it mandatory steps? also why oracle has not given the patch set in R12.2.5 upgrade patch?

For ex: for LATAM Localization(CLL)- we have 6 countries in live so do we need to apply the add-on localization for all of these 6 countries?

Kindly provide the details.
