Unable to change custom Request Set Parameter

We have defined custom Request Set and assigned seeded concurrent program "Program - Revalue Balances"

Now we are modifying the Program to default the value for the Parameter and we are not able to modify the Request set parameter and its gives error "APP-FND-01608"  Please  see attachment for more info.
