LDAP DIRECTORY_SERVERS Access Order

I recall reading a while back that an ldap.ora file the had a list of directory servers (DIRECTORY_SERVERS= (oid1:484:584, oid2: 484:584, oid3:484:584)) they would be accessed/assigned in a random matter.   I can't find that document, but it has been suggested that it access them sequentially.   Can anyone straighten this out?  We see a distribution across all 3, but not evenly.
