RAC service is not running, where do I find the logs

I have a new RAC 12.1.0.2 two node installation, with services shared between the 2 nodes.

I am seeing periods where 'srvctl status service -db DBNAME' is showing services not running.

These eventually get started again but this can be several minutes later.

Where do I look to see why this is happening ?

Shouldn't failed services get restarted on the other node straightaway ?

Here is the config of 1 of the services.

srvctl config  service -db MANHPROD -service MANHPRODWMS

Service name: MANHPRODWMS

Server pool:

Cardinality: 1

Disconnect: false

Service role: PRIMARY

Management policy: AUTOMATIC

DTP transaction: false

AQ HA notifications: false

Global: false

Commit Outcome: false
