Automation script in OATS has problems with IE 11

When we run a test in OATS to open a login window for OATS Admin, we get an Interactive Services Detection window that shows program or device requesting attention:  Message Title:  Internet Explorer; Program Path:  C:\Windows\system32\IEFRAME.dll.  It also shows "This problem occurs when a program is not fully compatible with Windows".  This also happens with another program called JIRA.  When we run the script on the server using Open Script it works fine.  Does any one know how to solve this issue?  Do we need to contact Microsoft?
