Concurrent requests failed after R12.2 upgrade

We just performed an upgrade from 11i to R12.2.  We started up the services and a number of Concurrent Requests were fired up as a result of the 12.2 upgrade which is normal.  Unfortunately we had an issue with our utl_file_dir and most of them failed.  We have resolved the issue.  The question is what is the best way to get those restarted?  We have almost 400 jobs that failed.  Some example are below.
