RC-40201: Unable to connect to Database

EBS R12.1.3 on RHEL Linux.  Time to upgrade from our old RHEL 5.10 to RHEL 7.2 servers so I am deploying on two new servers and having an issue running 'perl adcfgclone.pl appsTier' on the app server.

What I've done so far is create 2 new servers and refer to Oracle E-Business Suite Installation and Upgrade Notes Release 12 (12.1.1) for Linux x86-64 (Doc ID 761566.1).

I believe I have what was needed as far as packages and kernel settings, etc. so I proceeded to copy the application files to the db server and app server.

On the DB server:

- use rsync to copy over all the db tier tech stack files
