Tax Calculation using Tax Rate with No Jurisdiction

Hello,

I have setup E-business tax to calculate taxes on invoices in both AP and AR. But the tax is not calculated automatically on saving or invoice validation. If I enter tax details manually, a separate tax line is created BUT there is no automatic calculation of tax. I have never experienced this before. I have checked the Party Tax profiles and Configuration Owner Options. I have also checked the Note-ID 1082172.1. But I did not find any solution to my problem.

The tax setup is very simple with one regime, one tax, one jurisdiction and one tax rate. It is a non-recoverable tax. No Tax Rules have been defined for any rule type. I have setup only default values in Tax Rules
