Unable to start windows siebel service after upgrading to siebel 15.0.0.0

We have upgraded siebel to 15.0.0.0 and unable to start windows siebel services. we have recreated the services and updated the siebel.cfg and loyalty.cfg. When i try to start the services it is throwing the following errors

Windows services error code: 2555922

Siebel server log: SBL-SCM-0018:Could not open connection to siebel gateway configuration store

Event Viewer Error message: The description for Event id 1002 from source siebsrvr_ent435_sieb465doc cannot be found

SBL-SCM-0018:Could not open connection to siebel gateway configuration store

1)Able to tnsping  db server

2)Able to connect to Oracle database via SQL connection

3)Able to ping the gateway server
