Are the security issues indentified in July CPU (Doc ID 2162766.1) fixed in IP15.14 or higher?

Can someone please confirm if the security issues identified in:

Core Siebel CRM July 2016 Critical Patch Update Knowledge Document (Doc ID 2162766.1)

OR

https://support.oracle.com/epmos/main/downloadattachmentprocessor?parent=DOCUMENT&sourceId=2162766.1&attachid=2162766.1:07201601&clickstream=yes

are actually fixed in IP2015.patchset 14 or are they only fixed in IP2016.patchset 4 and higher/ they will not be fixed in IP2015?
