Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Are the security issues indentified in July CPU (Doc ID 2162766.1) fixed in IP15.14 or higher?

Can someone please confirm if the security issues identified in:

Core Siebel CRM July 2016 Critical Patch Update Knowledge Document (Doc ID 2162766.1)

OR

are actually fixed in IP2015.patchset 14 or are they only fixed in IP2016.patchset 4 and higher/ they will not be fixed in IP2015?
