Need Info on Index on table OKL_TXL_AP_INV_LNS_ALL_B

We have custom report where we are joining okl_trx_ap_invs_all_b and okl_cnsld_ap_invs_all these two tables using column cnsld_ap_inv_id and line_number. But in instance I don't see any index on column cnsld_ap_inv_id in okl_trx_ap_invs_all_b. Please suggest if we can create index on these columns.

As Per Comments in code okl_pay_invoices_cons_pvt.apply_consolidation_rules_new , oracle says that these are foreign key columns but somehow we don't see any index on it. Without this index our custom report is taking lot of time
