Preventing multiple Change Orders on the same item revision

Is there a way to prevent a user to initiate multiple change orders on an item revision?? We know that, by default, the system issues a Warning message and the user has, of course, the option to Cancel the second CO.

Is there an existing Smartrule or any other configuration that could be used in order to have the system throw an Error message instead and, as such, cancel the second CO creation?
