Restrict the user from approving the budget in Hyperion planning workflow process when budget fails

We have applied data validations on data form, and having self-approval process, budget owner will review and self approve the budget. We have to restrict the user from approving the budget if the validation fails in data form. Please suggest.

Using 11.1.2.4 version.
