Upgrading from Primavera P6 7.0 SP3 to P6 8.?

I am currently using release Primavera P6 Project Management Release 7.0 Service Pack 3 standalone.

My laptop is about to be replaced, but the new machine has Windows 10. 

According to what I can find in this community, P6 7.0 is not certified to run in a Win 10 environment, so I reckon I'll need to upgrade to Release 8.

Two questions:

1.  Which release of release 8 is best in a standalone environment?

2. Is there a way to upgrade from release 7 to release 8 for free, or do I need to purchase a new package?
