Oracle DG License

Hi,

we have a server running oracle 11.2.0.4. I know that DG required no License because its an EE Option! but how does that work.

for example we create standby database on other site, and keep always in mount mode. Never open. does that mean that we need a license for it? or it must be local to be a license free.

If no license required for never opened standby, is it possible to switchover/failover or this is not allowed!
