Demantra 12.2.5.1 - new user creation / modify exisitng user password not reflecting untill we do we

Demantra 12.2.5.1 - new user creation / modify existing user password not reflecting untill we do weblogic bounce any idea why it is like that in 12.2?

In demantra 7.3.1.4, when we create a new user or reset the existing user password, we never did bounce and the user was able to login with no issues.

In 12.2. this is not the case untill we bounce the weblogic server.

Any advise on this issue?
