what does it mean to say "Paper Fix"?

Hi Team,

I have encountered a bug 22949073 in one of my objects  and the Bug is still in open state with Oracle. Recently i came to hear that Oracle plans to give us a Paper fix for this bug, rather than by an ESU. What does it actually mean to say by a Paper Fix. Is there any way where i could get an update for this bug apart from the Bug link.
