Material is not auto allocated in 2 Step material issue on eAM WO in R12.2.4

Hi Team,

I'm in upgrade process from 12.1.3 to 12.2.4,

While testing functionality of 2 Step Issue (R12.2.4), I could not find the 'Material allocated' to eAM Work Order (Material Tab). Even I could not find these Work Orders in 'Stores' Tab in 2 Step Material Issue.

Both parameters ( 'Enable Material issue Request' and 'Auto Request material')  are set to "Yes". But the auto allocation is not happening.

There are 2 picking rules (for OMP and SALES) defined (Inventory > Setup > Rules > Picking) and attached to the Org. If I disable these rules then I could find Auto Allocation material on Work Orders. But I don't know the significance of removing these rules. Is there any way out, that the rules can be as it is still I can auto allocate the material on work Order.
