TFA Timezone and high CPU problem

I just installed tfa 12.1.2.8.0 on AIX 6, Oracle GI/Oracle version 11.2.0.4 RAC env

First of all during the installation , it causes very high CPU!!. And after install, put TFA in a idle situation (no diagcollect and anything else), its java process on and off consume high CPU. how could this happen ?

And secondly , my location is HK which timezone is GMT+8 . However when I use ./tfactl diagcollect -database db1,db2 -last 1h. It seems captured records of 8 hours earlier.

( like records in trace file, and it capture the whole alert log for me ) . Can we change the timezone ?
