Can we enable "ATP/CTP Based on Planning Data" at operating Unit level

Client is having 7 operating units . They are using ASCP for planning for orgs in one operating unit ( in a decentralized environment) . They would like to use "ATP/CTP based on planning data" for orgs in that Operating unit . For orgs in other operating units they would like to use ATP based on collected data (Since they are not using ASCP for other operating units) . Is this possible . Can we set profile INV :Capable to Promise at responsibility level and try to achieve this
