Canadian ROE in World 9.3

We are looking to process electronic (web) Canadian ROE data. We are on World 9.3 base.

I see that there is a SAR to be able to do this, but it requires to be on 9.31, Group SU#1.

My question is is there the ability to process the electronic (web) Canadian ROE data in World 9.3 base without a SAR? Has anyone created a workaround for this perhaps?
