How to create Week hierarchy in Hyperion Planning when week rollup not consistent across years

Adjustment of 53rd week is either in Jan or in Dec. So its not possible to create week as normal hierarchy with weeks as children of Months.
As solution options, the following options exist
- Create flat week hierarchy and map them as ASO cube. Month upwards will be BSO cube and manage numbers through calculation script. Reporting is managed through integration. So federation between 2 cubes will be required for drill from week-month. Any ideas on how this kind of solution is managed are welcome.
