Bulk Planning not evaluating overall cost of bulk plan

2 leg cost consideration during Multistop Bulk planning process

We have following scenario:

Order Release A – from location A1 (source) to Location A2 (Dest)
Order Release B – From location A1 (Source) to Location B2 (Dest)
Order Release C – From location A1 (Source) to Location C2 (Dest)

Out of above 2 order Order Release B is eligible for Xdock as well Location X – However, must ship thru pool not checked. That means it can go either way (option 1 – from Loc B1 to B2 direct on multistop or Option 2 – From Loc B1 to Xdock X and then from Xdock X to Custom dest B2)
