UDR - will not run in excel

We moved to 16.1 a month ago.   I just found out that UDRs do not run in Excel or XML.  XML says we do not have a program associated with it.  Excel does not do anything at all.  It brings up a blank Excel screen.  No warnings or error messages.   My user wants to use Excel because it will create required subtotals.  CSV does not.  Is this a setting in Unifier or is it a Microsoft Office issue?
