Sales Tax Applicablity

Hi everyone.

We are on Peoplesoft 9.1.  Does anyone know on a PO line (Sales/Use Tax Information for Schedule 1 ), where the Sales Tax applicability field gets populated from?

The line says "Item is Exempt".  We want it to default in as "Sales Tax" applicable.  This is a non-standard item, so I checked the Item Category and it does not look like there is any sales tax default setup at that level.  I thought maybe the Ship To location would drive it, but that did not help either.

Any ideas?
