State and City Field - Personalization - Sandbox

in Using the My Oracle Support Portal (MOSC) Question

Hi

Is anyone having trouble making the city and state fields mandatory in the sandbox (both Test and Production pod). The only field that should be mandatory should be the zip code field, which will auto-populate the state and city fields. Can somebody help guide me?
