Oracle Copy Cost Process Std. functionality - Looking for Incremental Changes on R12.2.5

We are looking for incremental changes in the cost get copied over from Org, To Org. 

Ex:

LOU  Org, it has 3 cost sub elements

5LK Org, 3 cost sub elements gets copied from LOU through Copy Cost across Organizations Program.

If LOU Org, 3 out of one Cost sub element changes, the change cost element record only get updated in To Org(5LK).

Any help/ suggestions highly appreciated.
