Relate invalid User for Task web service call

Hi,

When we send following request from XStore v15 to Relate version 11.4.03.06, we see error that "The user supplied is not a valid Relate user".  In the request, the tag <userId>100</userId> is there, and this user '100' is setup in Relate UI with all permissions.  We  see in Relate's crm-services.log the request is being processed so that the <taskRelateUsers><userId>39322</userId> value is being passed as the <userID>, and thus Relate is saying this "39322" user is not a valid Relate user.  The user '39322' is logged into XStore for the transaction.  Why does Relate try to use the <userId>39322</userId> instead of
