missing structure %EPM_ORACLE_INSTANCE%/config/hfm/ConfigOM.properties

i am not able to find this path at ALL "%EPM_ORACLE_INSTANCE%/config/hfm/"  does it mean I have to Create it?  i know about the file,
however  I was hoping the directory structure would already be created

This for  BUG / PATCH 23070500

Issue addressed in Oracle patch 23251341, HFM 11.1.2.4.202 PSU as bug 23070500 which allows for a setting in a properties file  to control this feature.

Default behavior:  Running Tasks -> "All Users and Sessions" checkbox will be disabled for Non Admin users

To enable all users to have access, edit or create ConfigOM.properties file on each HFM Web server under: %EPM_ORACLE_INSTANCE%/config/hfm/ConfigOM.properties
