Value global data Element is not a valid context for the DFF HZ_PARTY_SITES

To give more details on the issue, user transactions accessed through web pagesencounters the errors  “Value Global Data Elements not being a valid
context for the Descriptive Flexfield XX”. The screenshot provided below is for
a supplier transaction where the user was trying to update the address of the
supplier but there are other modules (AP, iExpense, HR, Requisitions) that
encounter this similar issue where the only difference is the DFF listed (i.e.
HZ_PARTIES, PO_VENDORS). You may also notice that the Cancel and Apply buttons
are not displaying properly and has an unwanted “&” character in the
