Can Planners be from another org to the org of the Plan

Hi, in Oracle R12 , is it possible that when loading Planners (Oracle Inventory>Setup>Planners) that the employee entered for the plan can be from a different org to where the plan belongs ?

So for example we have a planner in Org A, who also oversees the plan for Org B. When entering the employee name in the Planners form for a plan in Org B, I cannot select the employee from Org A.

Is there anyway around this or must the planner always be from the same org as the plan belongs to?
