FDM Upgrade to FDMEE: Part of upgrade or purchase?

Hello Everyone!

I have a customer that reached out about upgrading from FDM to FDMEE.  Their question was do they have to pay for FDMEE or would it be included in their upgrade patch from their current release to the latest release.  From what I have gathered it should be included in the upgrade.  However, I want to check with some of you gurus to see if you could help me answer their question.  Any help would be greatly appreciated.  Thank you.
