Encumbrance Trail Balance is not updating in new fiscal year after posting an Encumbrance Journal in

I had a requisition go bad in June so I entered an Encumbrance Journal, so last fiscal year is fine, but it didn't update the July Trial Balance to reflect the entry.  Am I missing a process?  Help is much appreciated!!
