I have a single red line in my diagnostics on EPM 11.1.2.4 (distributed environment with 2 Foundation Servers) which states the above in the subject line.  I have followed exactly the instructions given in (Doc ID 1474485.1) which state to verify the settings for MAX_CONNECTIONS=100 for the RAServices nodes: EventServer, Repository, ServiceBroker, and SQRJobFactory as well as insuring that The R&A Repository table V8_SERVICEAGENT has the MAX_CONNECTIONS also set to 100. I have verified that each of these service nodes properties as shown in the Shared Services Registry (Application Groups > Foundation > Deployment Metadata > Shared Services Registry > RA > RA Framework > Agent Module - 6800-6805)
