Close to Procurment Warning Msg Pops Up when saving for Each Distrib Line on Rpt

We have configuration set up to display a warning message on expenses if a project is used on the travel claim that is in a status of "Close to Procurement". This is set up at navigation: Setup Financials > Product Related > Project Costing > Project Options > Status Types. The Analysis Type is set to 'ACT' (Accounts Payable or Travel Exp), and the Control Action to 'Warning Message". Since this is set up as a warning message it should generate a warning to the user but still allow them to save or submit their claim.

Navigation with issue:  Main Menu > FSCM > Employee Self Service > Travel and Expense Center > Expense Reports > Create/Modify.
