Discoverer Plus Stopped Working After JRE 8 in EBS 12.1

I wish to know if the combination of Windows 7, IE 11, JRE 8, Oracle E Business 12.1 and Discoverer 11G works.

I have configured our test 12.1.3 system to use Windows client offline JRE 8. Ever since then I have been unable to get Discoverer Plus to start from E Business.

The error I get is

A connection error. Could not locate or parse the .dbc file ...blah..... corresponding to the given Oracle Application instance.

The dbc file is exactly where it needs to be, and in fact I can use Discoverer if I go directly to it. It's just when I try to start it from E Business Self Service I get the error.
